ICAO-SAA DGCAs Programme on Aviation Safety, Montreal, Canada

The 9th run of the ICAO-SAA DGCAs Programme on Aviation Safety was held at ICAO HQ in Montreal on 6 - 7 October 2018, just before the ICAO Air Navigation Conference. Opened by Dr Fang Liu, ICAO Secretary General and Mr Kevin Shum, Director-General, CAAS, a total of 20 DGCAs and senior officials attended the course. The Programme featured speakers from ICAO and CAAS, namely Mr Stephen Creamer, Director, Air Navigation Bureau, ICAO, Mr Catalin Radu, Deputy Director Safety, Air Navigation Bureau, ICAO, Mr Denis Guindon, Deputy Director Monitoring and Oversight, Air Navigation Bureau, ICAO, Mr Henry Gourdji, Head, Strategic Planning, Coordination and Partnerships Office, ICAO, Ms Tan Siew Huay, Director (Legal), CAAS and Mr Alan Foo, Director (Flight Operations), CAAS. Mr Shum and Mr Creamer also jointly helmed a lively panel discussion at the end of the Programme.

The 2-day Programme addressed the international aviation safety framework before moving on to the national framework. Through presentations, panel discussions and active interactions between participants and facilitators, the Programme allowed open sharing of challenges facing DGCAs and sharing of ideas and experiences on how to deal with the various issues.
